Аннотация. Мақалада Қазақстанда цифрлық және проактивті мемлекет қалыптастыру контексінде мемлекеттік саясаттың бизнес субъектілерін цифрландыру және оларды цифрлық трансформациялау үдерісіне ықпалы қарастырылады, сондай-ақ цифрлық даму саласында көшбасшы елдердің тәжірибелерімен салыстырмалы талдау жүргізіледі. Зерттеу Қазақстанның ұлттық цифрлық күн тәртібінің эволюциясына сүйенеді: электрондық үкіметті енгізуден бастап «Digital Qazaqstan» бағдарламасын іске асыруға, цифрландырудың салалық жол карталары мен заманауи GovTech-бастамаларға дейінгі кезеңдерді қамтиды. Елде цифрлық мемлекеттік қызметтерді дамыту, платформалық шешімдерді қалыптастыру және АКТ секторын қолдау арқылы базалық институционалдық және инфрақұрылымдық алғышарттар жасалғаны көрсетіледі. Сонымен қатар компаниялардың цифрлық жетілу деңгейінің әркелкілігі, білікті кадрлардың тапшылығы, шетелдік технологиялық шешімдерге тәуелділік және цифрлық мемлекеттің әлеуетін бизнес-ортаға жеткізу тереңдігінің жеткіліксіздігі сияқты құрылымдық шектеулер сақталатыны анықталады.
OECD Digital Government Index және World Bank GovTech Maturity Index индекстеріне сүйене отырып, Қазақстан цифрлық мемлекет дамуының жоғары деңгейі бар елдер тобына жататыны, алайда цифрлық саясаттың архитектуралық келісімділігі мен бизнестің цифрлық экожүйелерге тартылу деңгейі бойынша алдыңғы қатарлы юрисдикциялардан әлі де қалып қоятыны негізделеді. Оңтүстік Корея, Жапония, Сингапур, АҚШ және Канада тәжірибелерін салыстырмалы талдау тиімді модельдердің негізгі сипаттамаларын айқындауға мүмкіндік береді: стратегиялық сабақтастық, «government as a platform» қағидатына негізделген платформалық тәсіл, ашық деректердің дамыған жүйесі, проактивті цифрлық сервистерді енгізу және адами капиталды кешенді дамыту саясаты.
Халықаралық тәжірибені қорыту негізінде компаниялардың цифрлану деңгейін арттыруға ықпал ететін және Қазақстан жағдайында бейімдеуге болатын практикалар анықталады. Мемлекет пен бизнес арасындағы өзара іс-қимыл мәселелеріне, сондай-ақ кәсіпкерлік секторды институционалдық және технологиялық қолдау құралдарына ерекше назар аударылады. Бизнес-орта үшін цифрлық трансформация механизмдерінің тиімділігін арттыруға және олардың қолданбалы нәтижелілігін күшейтуге бағытталған ұсыныстар тұжырымдалады.

The role of public policy in the digital transformation of business in Kazakhstan: a comparative analysis of international models and institutional development priorities
Abstract. This article examines the impact of public policy on the digital transformation of business in Kazakhstan in the context of the formation of a digital and proactive state, and compares national practice with that of leading countries in the field of digital development. The analysis is based on the evolution of the national digital agenda, tracing the path from the introduction of electronic government to the implementation of the «Digital Qazaqstan» programme, sectoral digitalization roadmaps and contemporary GovTech initiatives. It is shown that the country has established basic institutional and infrastructural conditions, including the development of digital public services, platform-based solutions and support for the ICT sector. At the same time, a number of structural constraints persist, such as the uneven level of digital maturity among companies, shortages of skilled personnel, dependence on foreign technological solutions and insufficient integration of the digital state’s potential into the business environment.
Drawing on the OECD Digital Government Index and the World Bank GovTech Maturity Index, the article substantiates that Kazakhstan belongs to the group of countries with a high level of digital government development, while still lagging behind leading jurisdictions in terms of the architectural coherence of digital policy and the degree of business engagement in digital ecosystems. A comparative analysis of the experiences of South Korea, Japan, Singapore, the United States and Canada makes it possible to identify the key characteristics of effective models: strategic continuity, the implementation of the “government as a platform” approach, advanced open data mechanisms, the deployment of proactive digital services and a comprehensive policy for human capital development.
Based on a synthesis of international experience, the article identifies practices that contribute to raising the level of digitalization of companies and that can be adapted to the Kazakhstani context. Particular attention is paid to issues of interaction between the state and business, as well as to institutional and technological support instruments for the entrepreneurial sector. The article formulates proposals aimed at improving the mechanisms of digital transformation and enhancing their practical impact on the business environment.
